Cluster denial of service via retained NET_RAW

Resource management flaw in Red Hat OpenShift Container Platform 4.6 and 4.5.16 allows remote authenticated users to interrupt a cluster. The restricted SCC retains NET_RAW in its default capability set, so an admitted pod can craft custom network packets without additional capability grants. The attacker must be able to deploy pods; default OpenShift SDN isolation makes the attack impractical, while SR-IOV deployments face greater exposure.
