Denial of service via UTF-16 decoder loop

A denial-of-service vulnerability in Go x/text before 0.3.3 allows remote attackers to exhaust memory or crash programs via crafted UTF-16 input. The encoding/unicode UTF-16 decoder loops indefinitely when UseBOM or ExpectBOM processes a single byte and Decoder.String or transform.String is invoked. Exploitation requires an application to pass attacker-controlled input into those decoder paths; the bounded consequence is service interruption or memory exhaustion.
