Local configuration disclosure via lost file permissions

Incorrect file permissions in Open-iSCSI rtslib-fb 2.1.72 and earlier allow local users to read saved target configuration data. The saveconfig operation creates a mode-0600 temporary file but uses shutil.copyfile to replace /etc/target/saveconfig.json, discarding those permissions and leaving mode 0644. A local account can read configuration written after the replacement without permission to modify the file.
