User enumeration via distinguishable password-reset responses

Observable response discrepancy in Navigate CMS 2.9 r1433 allows remote attackers to enumerate usernames and email addresses. The forgot-password handler in /navigate/login.php returns not_found when a supplied username or email address does not match an account, exposing account existence through the response body. Unauthenticated network access to the password-recovery form is sufficient; the direct disclosure is limited to whether submitted identifiers exist.
