Account takeover via empty activation-code match

Authentication bypass in Navigate CMS 2.9 r1433 allows remote attackers to reset the newest user's password without an activation code. The forgot-password flow matches an omitted code to the empty activation-code field assigned to newly created accounts. An unauthenticated request can therefore replace the password of the highest-ID account and take control of that account.
