Stored XSS via unencoded Responsible Team field

Stored XSS in SolarWinds Orion Web Performance Monitor 2019.4.1 allows remote authenticated users to run script through a Responsible Team value. The alert-creation workflow stores the Responsible Team value without neutralizing SVG event-handler markup, and the Alerts page renders it as executable content. An account permitted to create alerts can plant the payload, which runs in the browser of any user, including an administrator, who opens the Alerts page or alert details.
