Local file permission changes via followed symlink

Symlink following in prepare-dirs in Icinga 2 before 2.12.0-rc1 allows local users to change arbitrary files to mode 2750. The root-run script applies chmod to /run/icinga2/cmd without rejecting a symlink, causing it to follow an icinga-controlled link to another filesystem object. Control of the icinga account and a service restart are required; the resulting mode changes can deny non-root users access to vital files or directories.
