Program crash via undersized PPM rescale array

Heap buffer over-read in libjpeg-turbo 2.0.4 and mozjpeg 4.0.0 allows context-dependent attackers to crash programs via a malformed PPM file. In rdppm.c, get_rgb_row uses a pixel byte exceeding the header's maximum as an index into a rescale array allocated for only maxval plus one entries. The condition requires processing a binary PPM or PGM whose declared maximum is below 255 and whose pixel data exceeds that maximum; the demonstrated consequence is a process crash.
