File-validation bypass via HTTP API uploads

Access bypass in Drupal core 8.0.0 through 8.9.18, 9.1.0 through 9.1.12, and 9.2.0 through 9.2.5 allows attackers to upload unvalidated files. The JSON:API and REST/File upload paths accept files without running every validation imposed by site modules. Exploitation requires an enabled upload module, access to its upload API, and a site that employs an additional file-validation module.
