Admin-session script execution via unencoded widget parameters

Cross-site scripting in Django 2.2 before 2.2.13 and 3.0 before 3.0.7 allows remote attackers to execute script in an administrator's browser. ForeignKeyRawIdWidget manually joined url_parameters() values into related_url and marked the result safe without URL-encoding those values. Reachability requires malicious characters in the widget's limit_choices_to query parameters and an administrator to render the affected raw-ID widget.
