Incorrect default permissions in WIN-911 Mobile-911 Server 2.5 allow local users to execute arbitrary code with SYSTEM privileges. The installer grants Everyone change access to Mobile911.Server.exe and service-loaded libraries, letting unprivileged users replace code later loaded as SYSTEM. Local access to the host is required; successful replacement grants elevated code execution or permits modification of other installation files.
