SYSTEM privilege escalation via replaceable account utility

Incorrect permissions in WIN-911 Enterprise 4.20.13 allow local users to gain SYSTEM privileges through the Account Change Utility. The installer grants the Everyone and Authenticated Users groups Full Control over WIN-911 Account Change Utility.exe, so its binary can be replaced. The replacement runs with elevated authority when an administrator later uses the utility to reconfigure WIN-911 service accounts.
