Restricted fork creation via unchecked API authorization

Missing authorization in GitLab CE/EE 11.3 through 12.9.7, 12.10 through 12.10.6, or 13.0 allows remote authenticated users to create fork relations. The POST /projects/:id/fork/:forked_from_id handler omits the permission check enforced by the UI and links an attacker-controlled project to a public project whose forking is restricted. A guest account and an existing attacker-controlled project are required; successful requests disclose the source project's fork count and default branch and create an unauthorized relationship.
