Arbitrary JavaScript execution via unvalidated return_url scheme

Reflected XSS in GitLab CE/EE 12.10 through 12.10.6 and 13.0.0 allows remote attackers to execute JavaScript via the Static Site Editor. The editor accepts a return_url query value with the javascript scheme and uses it as a navigation target instead of restricting it to HTTP or HTTPS URLs. A victim with Developer access to an attacker-controlled public project must open the crafted editor link and click a button; the script then runs in the GitLab origin and can act with the victim's session.
