Service interruption via unbounded agent cache

Cache exhaustion in HashiCorp Consul and Consul Enterprise 1.2.0 through 1.6.5 and 1.7.0 through 1.7.3 allows remote attackers to interrupt service. The agent cache expires or evicts entries but places no limit on total cache size, allowing crafted HTTP API or DNS requests to consume memory until service is interrupted. The HTTP cache is enabled by default and honors the cached query parameter, while DNS exposure requires dns_config.use_cache.
