Cross-user privacy reduction via unsegregated diagnostics settings

Information disclosure in Microsoft Windows Diagnostics & feedback allows local users to weaken diagnostic-data privacy for all users. The app does not segregate diagnostic-data settings by user, so a standard user's change can overwrite the administrator-selected setting systemwide. Exploitation requires a local standard account; changing Basic to Full increases diagnostic collection, while changing Full to Basic can reduce SmartScreen data and block Windows Insider updates.
