Device re-identification via stale cached TempID

Information disclosure in COVIDSafe 1.0.15 and 1.0.16 allows remote attackers to re-identify Android devices via Bluetooth GATT. The GATT server retains its cached read payload after an interrupted handshake and returns the same TempID on later reads instead of rotating it. Any nearby Bluetooth client can deliberately break each handshake and correlate the stable identifier for the lifetime of the app instance.
