Information disclosure via world-readable split-config files

Information disclosure in FRRouting FRR 7.3.1 and earlier allows local users to read sensitive split-config files. In split-config mode, tools/frr.in and tools/frrcommon.sh.in create daemon configuration files without applying FRR's configured 0600 mode, leaving the process's permissive default mode in effect. Exposure requires sensitive data such as BGP credentials in a file that remains world-readable; the record is disputed because users control permissions before sensitive content is written.
