License server crash via oversized quorum allocation

Denial of service in Flexera FlexNet Publisher lmadmin 11.16.6 allows remote attackers to crash the license server via a crafted message. The FLEX_MSG_QUORUM parser accepts an attacker-controlled signed 32-bit size and passes 0x7fffffff to C++ new[] without adequate validation, leaving the allocation exception unhandled. No authentication or user interaction is required; one malformed message to the listening service terminates lmadmin and interrupts license administration.
