Privilege escalation in Import Export WordPress Users before 1.3.9 allows remote authenticated users to create administrator accounts. The AJAX import handler's third and fourth steps omit nonce checks and enforce manage_woocommerce only when WooCommerce is active. Subscriber access on a site without WooCommerce is sufficient to supply a remotely hosted CSV and gain full administrative control.
