Arbitrary file download in VIVOTEK Network Cameras allows remote authenticated users to read files from the camera's local filesystem. The testserver.cgi endpoint accepts a request that directs the camera to transfer a chosen local file to an attacker-controlled FTP server without restricting the selected path. The attacker must authenticate to the camera's web interface from the same subnet; the demonstrated consequence is disclosure of sensitive files such as password hashes.
