Unauthenticated command execution via MIME-type upload bypass

Unrestricted file upload in Rukovoditel 2.5.2 allows remote attackers to execute commands through its Maintenance Mode configuration. The configuration upload handler trusts an attacker-supplied image/gif Content-Type and omits the filename protection used by other upload paths, leaving executable content accessible. Maintenance Mode must be enabled, and no authentication is required; successful exploitation runs commands with the web server process's privileges.
