Project configuration modification via unauthorized settings import

Authorization bypass in JetBrains TeamCity before 2019.2.1 allows remote authenticated users to import project settings from settings.kts. The versioned-settings import path accepts the Kotlin DSL file and applies its project configuration without enforcing the caller's required permissions. A low-privileged account with network access can therefore modify TeamCity project configuration, while the public advisory does not identify the affected endpoint or exact missing check.
