Unrestricted file upload in CIPPlanner CIPAce 9.1 Build 2019092801 allows remote attackers to execute arbitrary code via Upload.ashx. Upload.ashx accepts an attacker-supplied ASHX file and makes it executable by the ASP.NET application without authentication or a safe file-type restriction. Network access to the handler is sufficient; successful exploitation runs attacker-controlled server-side code with the application's privileges.
