External entity injection via malicious API DTD

XXE in CIPPlanner CIPAce 9.1 Build 2019092801 allows remote attackers to submit malicious XML DTD data through an unauthenticated API. The API's XML parser accepts attacker-controlled DTD declarations and resolves external entities instead of rejecting them. Public records do not identify the affected endpoint or state whether exploitation reads server files, initiates server-side requests, or interrupts service.
