File disclosure via HTTP method override mismatch

File disclosure in GitLab CE and EE before 12.7.9, 12.8.x before 12.8.9, and 12.9.x before 12.9.3 allows remote attackers to read server files. Workhorse ignores X-HTTP-Method-Override on a POST while Rails treats the request as PUT, allowing attacker-supplied file.path parameters to bypass Workhorse preprocessing and select readable files. A reachable package endpoint and a file readable by the Rails process in an allowed upload or temporary path are required; the flaw does not provide file modification or service interruption.
