Email credential disclosure via missing endpoint authorization

Missing authorization in Deskpro before 2019.8.0 allows remote authenticated users to retrieve cleartext helpdesk email credentials. The /api/email_accounts endpoint returns every incoming and outgoing account credential without enforcing the caller's required privilege. A normal helpdesk account can therefore access system email, including password-reset messages that support further account compromise.
