Stored XSS via unencoded user description

Stored XSS in the pfSense WebGUI before 2.4.5 allows remote authenticated users to run JavaScript in another user's browser. system_usermanager_addprivs.php appends the stored descr user-profile value to the privilege page without HTML encoding. Creating a crafted user requires authenticated User Manager access, and execution requires another user to view that user's privilege page, exposing session data or enabling actions with that viewer's privileges.
