Arbitrary file upload via unconstrained destination path

Path traversal in RadUploadHandler in Progress Telerik UI for Silverlight before 2020.1.330 allows remote attackers to upload arbitrary files. The handler trusts the file location supplied in a crafted web request and fails to confine the resolved upload destination to its own directory. Unauthenticated network access to the handler is sufficient, and successful exploitation writes attacker-supplied files outside the intended upload directory.
