Local service crash via unchecked histogram definition

Improper input validation in Qualcomm Snapdragon modem KPI handling allows local users to crash affected components with histogram input. The handler accesses a histogram definition without first verifying that the definition is present or valid. The documented gate is local delivery of histogram-type KPI input; the public record establishes a memory crash but does not identify the affected process or recovery behavior.
