Authenticated code execution via nested shell quoting

OS command injection in IntelMQ Manager 1.1.0 through 2.1.0 allows remote authenticated users to execute code as the webserver. In controller.php, the send branch adds single quotes around output already quoted by escapeshellarg, ending the intended shell argument before the submitted msg value. Access to the Manager interface is required, and successful commands inherit the webserver process privileges while their output is returned to the requester.
