Authenticated code execution via executable issue attachment

Unrestricted file upload in Alan Hardman Phproject before 1.7.8 allows remote authenticated users to execute arbitrary code. The issue-attachment upload handler stores user-supplied files in a web-accessible uploads directory without blocking executable extensions. An account permitted to upload issue attachments can predict the stored PHP file's date-and-timestamp path and request it through a web server that executes PHP there.
