SST data exposure via static transition key

Hard-coded credentials in Percona XtraDB Cluster before 5.7.28-31.41.2 allow local users to access encrypted SST data. The bundled Bash SST script assigns a static transition_key instead of generating the random key expected for each state snapshot transfer. Exploitation requires filesystem access during the brief lifetime of SST files and enabled InnoDB at-rest encryption, which was not a generally available feature.
