Internal-service requests via unchecked importer URL

Blind SSRF in the GitLab EE/CE FogBugz integration from 8.0.rc1 through 12.9 allows remote attackers to reach internal services. The importer sends requests to a supplied FogBugz server URL without blocking localhost destinations, causing the GitLab host to act as a blind network proxy. The FogBugz import path must be reachable; response bodies remain hidden, but server-originated requests can target internal endpoints.
