Unauthorized CI metrics disclosure via missing access check

Information disclosure in GitLab EE/CE 11.10 through 12.9 allows remote attackers to read restricted CI pipeline metrics from public projects. The merge-request metrics_report.json endpoint returns CI job metrics without enforcing the project setting that restricts pipeline visibility. Exposure requires a public project with public pipelines disabled and a merge request containing a metrics report; disclosed data is limited to CI metrics.
