Authenticated file read via traversal during issue moves

Path traversal in GitLab CE and EE 8.5 through 12.9 allows remote authenticated users to read server files by moving a crafted issue. The issue-move flow processes traversal segments in an issue description's upload link without confining the resolved path to project uploads. An account able to create projects and issues can expose server-readable secrets, which disclosed exploit chains use to achieve code execution.
