Unauthenticated command execution via debug Referer logging

Command injection in DrayTek Vigor3900, Vigor2960, and Vigor300B before 1.5.1 allows remote attackers to execute system commands over HTTP. In DEBUG mode, /cgi-bin/activate.cgi incorporates the HTTP Referer header into a debug-log shell command and passes the resulting string to system without neutralizing command syntax. DEBUG mode must be enabled; otherwise the vulnerable logging path is not reached, while successful injection runs arbitrary commands on the appliance.
