Authenticated SSRF via overbroad Grafana test permission

SSRF in the Grafana Module of openITCOCKPIT before 3.7.3 allows remote authenticated users to trigger outbound TCP requests. The GrafanaConfiguration ACL grouped testGrafanaConnection under the general index permission, allowing the action to connect the server to supplied Grafana settings. A remote authenticated user with configuration-page access could make the server initiate TCP connections to attacker-selected endpoints.
