Root access via unrestricted password-change target

Privilege escalation in Vesta Control Panel 0.9.8-26 and earlier allows local users with admin account access to gain root access. The v-change-user-password script accepts root as its target and invokes chpasswd because it does not restrict targets to Vesta accounts. Exploitation requires control of the Vesta admin system account and permits a new root password to be set, yielding full host control.
