Local secret disclosure via world-readable rsyslog file

Exposure of sensitive information in Red Hat Ansible Tower 3.7.0 allows local users to read secrets via a world-readable rsyslog configuration. Tower's rsyslog integration writes configuration files with permissions that expose tokens and other secrets to unintended local readers. Access requires local low-privilege account access, and the documented consequence is confidentiality loss without integrity or availability impact.
