Configuration modification via missing daemon capability checks

Improper authorization in Ceph 15.2.0 through 15.2.1 allows remote authenticated users to modify monitor and manager configuration. In ceph-mon, a legacy-client compatibility path dispatches commands such as injectargs before capability enforcement; in ceph-mgr, handle_command queues MCommand messages with a nonblank FSID to the admin socket without checking manager capabilities. Any Ceph client secret, including one limited to monitor read access and lacking manager capabilities, is sufficient to change central daemon runtime configuration.
