Credential disclosure via plaintext resetUsers storage

Cleartext credential storage in Apache Artemis 2.7.0 through 2.12.0 allows local users to read broker passwords from a properties file. The management API's resetUsers operation writes supplied passwords without hashing them into etc/artemis-users.properties. Exposure requires a management user to invoke resetUsers and a local user to read the resulting file; the flaw does not alter data or interrupt service.
