Unauthorized namespace access via preexisting nested-path policies

Improper privilege management in HashiCorp Vault and Vault Enterprise 0.11.0 through 1.3.3 allows attackers to access new Namespaces. Policy evaluation applies an existing nested-path rule to a Namespace path created after that rule, although HashiCorp has not identified the responsible function. Exposure requires an affected deployment using Namespaces and a preexisting policy whose nested path reaches the subsequently created Namespace.
