Service interruption via unauthenticated management commands

Improper authorization in Opto 22 SoftPAC Project 9.6 and earlier allows remote attackers to stop the control service over the network. The SoftPAC Agent accepts management commands on TCP port 22000 without credentials or authentication, so clients can impersonate SoftPAC Monitor. Network access to the listening service is sufficient, and stopping SoftPAC interrupts the running control strategy.
