Improper access control in Opto 22 SoftPAC 9.6 and earlier allows remote attackers to control SoftPACAgent over TCP port 22000. SoftPACAgent accepts SoftPACMonitor control traffic on an unrestricted listener without authorizing the network client. Network reachability alone permits firmware updates, service starts or stops, and writes to certain Windows registry values.
