Buffer overflow via unchecked RLE run lengths

Buffer overflow in psd-tools 1.8.37 through 1.9.3 allows attackers to corrupt memory via malformed RLE-compressed PSD data. The psd_tools.compression._rle.decode routine allocated a fixed-size output buffer, then copied attacker-controlled literal and repeat runs without checking input or output bounds. Exposure requires the Cython extension and an application that decodes the crafted file into PIL.Image or NumPy; the pure-Python path raises an error instead of overflowing.
