Block bypass via incorrect overlapping-range selection

Authorization bypass in GlobalBlocking before 2020-03-10 for MediaWiki through 1.34.0 allows remote attackers to regain editing privileges. The IP range lookup applies a locally disabled broader range instead of the active, more-specific global block when one address matches both. An address must fall within overlapping global ranges whose broader range is locally disabled; the attacker can then edit despite the active narrower block.
