Stored XSS via unneutralized comment parameter

Stored XSS in Chadha PHPKB Standard Multi-Language 9 allows remote attackers to execute script when an administrator reviews a comment. article.php accepts the cmt GET parameter through include/functions-article.php and stores it without neutralizing executable content before admin/manage-comments.php renders it. Unauthenticated submission is sufficient, but execution requires an administrator to open the stored comment, exposing data and actions in that browser context.
