Memory disclosure via incomplete PCX bounds check

Out-of-bounds read in Pillow before 7.1.0 allows local users to disclose process memory by causing a crafted PCX image to be opened. ImagingPcxDecode used mode-specific width checks that did not consistently account for bits per pixel, allowing state->shuffle to read beyond state->buffer. Exploitation requires an application to decode attacker-controlled PCX content and user interaction; the flaw reads adjacent memory but does not write data or execute code.
