Blind internal requests via unvalidated federated URLs

SSRF in ownCloud Server 10.3 and 10.3.1 allows remote authenticated users to make the server issue GET requests to crafted URLs. The apps/files_sharing/external endpoint accepts the remote parameter as a federated URL without sufficient validation and sends a request to that address. Exploitation requires a received public link-share URL; responses remain hidden, so the bounded effect is blind interaction with internal or external services.
